Obviously the two incidents of announcing a byelection in Chicoutimi, Quebec and this governmental hand out are connected and you'd have to be born yesterday to be unable to see that. Perhaps the Liberals thought this announcement in a beautiful little corner of Québec (I know, I've stayed there) yet so dependent on industry (Rio Tinto's aluminum plants) would avoid the English Canada headlines (sadly like many headlines do).
Looking forward to see how this one byelection turns out and see the mindset of northern Québec and the rest of the province.
